Austrália assina acordo-chave de submarinos nucleares com EUA e Reino Unido

A Austrália aderiu formalmente nesta segunda-feira (noite de domingo, 21, no Brasil) a um programa com os Estados Unidos e o Reino Unido, que permitirá ao país da Oceania se equipar com submarinos de propulsão nuclear, em uma aliança que provocou a irritação da França e da China.

O ministro australiano da Defesa, Peter Dutton, assinou com representantes diplomáticos de Washington e Londres o acordo para a troca de "informação de propulsão nuclear naval" entre seus países. Trata-se do primeiro acordo desta tecnologia assinado publicamente desde que os três países formaram em setembro a aliança conhecida como AUKUS, dirigida a enfrentar as tensões estratégicas no Pacífico, onde cresce a rivalidade entre a China e os Estados Unidos.

"O acordo permitirá a cooperação que vai melhorar nossa postura de defesa mútua", disse o presidente americano, Joe Biden, na sexta-feira, antes da assinatura do pacto, em Canberra, a cargo do encarregado de negócios americano, Michael Goldman, e da diplomata britânica Victoria Treadell.

Segundo o acordo AUKUS, a Austrália obterá oito submarinos de propulsão nuclear, capazes de realizar missões de longo alcance, e prevê compartilhar inteligência artificial e outras capacidades submarinas não detalhadas.

O pacto irritou a China, que o qualificou como uma ameaça "extremamente irresponsável" à estabilidade no Pacífico.

Também enfureceu a França, que soube no último minuto que a Austrália havia desistido de um acordo para comprar submarinos franceses a diesel em favor das embarcações americanas de propulsão nuclear.

O primeiro-ministro australiano, Scott Morrison, defendeu o acordo, ao destacar que responde aos interesses do seu país e que sabia que causaria incômodo.

MEMORANDUM FOR THE SECRETARY OF ENERGY

SUBJECT:       Presidential Determination on the Proposed Agreement between the Government of the United States of America, the Government of Australia, and the Government of the United Kingdom of Great Britain and Northern Ireland for the Exchange of Naval Nuclear Propulsion Information

I have reviewed and concur in the positions taken in your memorandum of November 15, 2021, recommending approval of a proposed Agreement between the Government of the United States of America, the Government of Australia, and the Government of the United Kingdom of Great Britain and Northern Ireland for the Exchange of Naval Nuclear Propulsion Information (the “Agreement”). 

I note your recommendation and concur with your assessment that Australia and the United Kingdom of Great Britain and Northern Ireland, by participating with the United States pursuant to international arrangements, are making substantial and material contributions to the mutual defense and security. 

The Agreement will permit cooperation, which will further improve our mutual defense posture and support our interests under the North Atlantic Treaty; the Australia, New Zealand, and United States Security Treaty; and the enhanced trilateral security partnership among the three Parties known as “AUKUS.”

I hereby approve the Agreement, determine that performance of the Agreement will promote and will not constitute an unreasonable risk to the common defense and security, and authorize the execution of the Agreement by the United States Government in a manner specified by the Secretary of State.
