The date of, 10 th November
of 2003, marks the last meeting and exchange of official notes
between the representatives of the five participants on Program
F-X (Mirage 2000BR, Su-35, F-16C/D, MiG29 and
Gripen), and members of the Brazilian Government. It
includes in these contacts the Coordinating
Commission of the Program Aircraft of Combate (Comissão Coordenadora
do Programa Aeronave de Combate-COPAC), Brazilian Air
Force (FAB) and Ministry of
Defense.
During 14 (fourteen) months of a complete silence and time delay
actions (vide Inter-ministerial Commission of Evaluation of the
Program created by the former minister Jose Viegas
Dec2003).
However,
if the time measured by the hourglass of the Luiz
Inacio (LULA) government follows particular and
special laws, for the industrial participants of F-X
Program the sand grains of the hourglass had flowed in different
way. For some he was excessively fast
and for others, they would like that the time
remained motionless.
The irrealism of this process left the potentiality
and entered in the hard reality of the industrial and commercial
survival. In 2004 the world-wide aerospace
& defense industry realignment was
accellerated: Russia, United States, China, France, United
Kingdom, Sweden, Italy, India, Japan, etc., had in such a way had
important alterations and definitions in programs as in
industrial arrangements and strategical
alignments.
What we saw in
Brazil? A total irrealism or the full execution of the ostrich
politics. We ask for to the permission the Commander Nero Moura, for
using the symbol of the glorious one "Senta a
Paul", in this form.( Ostrich was the simbol of theAir
Force Fighter Group that operated at World War
II)
When the time
of the hourglass of the industrial groups was
depleted and had started to move itself, generated
unusual reactions in Brasilia. The participants exist and still
of diffuse form they had shown its existence, in last December.
Alerted for an aerial, improper connection, made under the lights of
the searchlights. Which the form of that the government answers? Now
it starts to feel itself on pressure. The F-X reaches its maturity, as
well as the government Luiz Inacio ( LULA), when
having for the front a real crisis, in which it does not have
more ideological allies or good-will. It has now, agreements on :
strategic, politics, industrial or business fields.
In these
fourteen months the FAB emitted three documents, two to reaffirm
that is it who directs the choice (P-3BR and F-X) , and a
long document published in aviation magazine, in April of 2004,
defining the tecnhical principles that guide the choice of the
F-X program. In three documents it gives continuity, or it
establishes, a friendly fire dialogue, in special with Embraer
company.
However the
time is inflexible and the diplomatic imbróglio, who was generated to
the along these years, exceeds the simple technical questions.
Today, the meat exporters already suffer retaliation by the Russian
embargo to the lack from a definition on the case. Will other
countries follow the same way: France the USA, Sweden, UK
and Spain (P3BR)? To remember that Prime Minister
Zapatarero will visit officially Brazil in January
(23-25). E in DAVOS (JAN 29) will
be President Jacques Chirac
waiting, more the following Heads of State, waiting chances
to present their proposals: Tony Blair,
Goran Persson, Thabo Mbeki,
Guy Verhofstadt, Jan Peter
Balkenende without forgetting "friend" George
Bush.
Twelve fighters do not support an
industry, but in the global war and without quarter for the industrial
and technological survival EVERYTHING
influences the game.
